Abstract

Abstract Charity trustees hold collective responsibility for financial stewardship, yet board-level financial governance is often reactive, compliance-focused, or reliant on a small number of financially experienced individuals. This paper introduces the UQMA Framework™, a structured and cyclical framework designed to support active financial governance in the charity sector. The framework comprises four interconnected stages — Understand, Question, Monitor, and Act — guiding trustees through contextual understanding, constructive challenge, performance monitoring, and informed decision-making. Emphasising governance behaviours rather than technical accounting expertise, UQMA supports collective trustee engagement and strengthens oversight, stewardship, and financial resilience in line with Charity Commission expectations. The UQMA Framework™ is intended for use in trustee boards, finance committees, governance reviews, and trustee development and training contexts, and provides a practical, repeatable approach to embedding active financial oversight across charities of varying size and complexity.
