Abstract

Paper T16B defines a governance-grade “field-language license” for when Maxwell-like descriptions are justified inside the Holosphere ignition framework. Rather than deriving Maxwell’s equations, it specifies an operational regime contract on a declared spatial region and time window. The license uses an accepted-transport intensity proxy I=a2JI=a^2JI=a2J, where aaa is an amplitude/envelope proxy and JJJ is a throughput proxy from admissible handoffs. Three witnesses define the license: acceptance occupancy ΠΩ\Pi_\OmegaΠΩ (ignition saturation), priming sensitivity MΩM_\OmegaMΩ (history suppression), and a doubling residual RΩR_\OmegaRΩ (linearity via I(2u)≈4I(u)I(2u)\approx 4I(u)I(2u)≈4I(u)). Field language is licensed only when all three pass preregistered thresholds on the declared window. The boundary is paired with mandatory strain-budget companions (RSBU and tail metrics) to make failure mechanisms legible; loss of licensing is expected to be tail-governed even when median utilization stays moderate. T16B thereby separates regimes: near threshold, state-coupled gating and intermittency dominate and linear field language is not stable; deep in ignition, throughput saturates, history sensitivity collapses at the coarse level, and Maxwell-like language becomes a reliable effective description within governance limits.
