Abstract

Fuel handling in high-risk industrial facilities requires a reliable process safety system, one of which is the Emergency Shutdown System (ESD) as the final layer of protection. The reliability of an ESD is highly dependent on the accuracy of safety logic design, as errors at the design stage may lead to inappropriate system responses during emergency conditions. This study aims to design and validate ESD logic for a fuel transfer pump system using a Cause and Effect Matrix (CEM) approach to improve the traceability and consistency of safety logic. The research methodology was conducted experimentally through control system simulation within the DeltaV Safety Instrumented System (SIS) engineering environment, utilizing the Cause and Effect Matrix (CEM) and I/O List documents as the basis for the design. The implementation of the safety logic was carried out using the CHARM Smart Logic Solver (CSLS) and the Logic Solver Cause and Effect Matrix (LSCEM) function blocks. System validation was performed through internal testing and loop testing using the forcing method to simulate hazardous conditions. The results indicate that all triggering conditions (causes) produced system responses (effects) in accordance with the CEM, as demonstrated by trip functions, status visualization on the HMI, and consistent event logging. Therefore, the direct application of the CEM into the logic solver is proven to be effective in enhancing the reliability of ESD logic implementation in fuel transfer pump systems.
