Abstract

This work proposes a distributed framework for orbital debris prevention in which operational satellites perform localized, non-contact motion biasing during rare, high-risk conjunctions. Instead of relying on dedicated debris-removal spacecraft, the approach embeds bounded intervention capability into future satellites, allowing ultra-small velocity biases to be applied during favorable orbital phases. By exploiting orbital mechanics amplification and atmospheric drag, the system aims to reduce long-term debris growth without physical contact or large propellant expenditure. The study focuses on system architecture, safety envelopes, and feasibility constraints rather than specific hardware implementations.
