Declaration on AI Non-Intervention Boundaries (Based on the Pain Kernel Framework v1.1–v1.2)
Abstract
Artificial intelligence systems increasingly engage with humans in states of pain, distress, uncertainty, and vulnerability. While such engagement is often framed as assistance, explanation, or guidance, premature interpretation or intervention can amplify harm rather than alleviate it. The Pain Kernel Framework (PKF) establishes that human suffering is structurally organized prior to meaning, responsibility, or decision-making. Accordingly, there exist conditions under which non-intervention is not failure, but ethical and structural correctness. This declaration defines the boundaries beyond which AI systems must not proceed.
