Abstract

This paper presents the AI-OS, a governed and auditable operating system for human-AI work that treats AI as a tunable factor at the task layer. The AI-OS integrates four components into one decision-grade architecture. First, the AI Matrix (Access × Agency) provides a first-order principle that distinguishes empowerment from dependency across individual, task, job, and organizational levels. Second, the 3A Model supplies the strategic layer: Agency sets direction and decision rights, Alignment binds use to mission, values, and data responsibility, and Adaptation commits to short pilots, iterative learning, and vendor portability. Third, the Decision Compass operationalizes proportionality by scoring five factors to assign permitted modes of use (Autopilot, AI-Human Interface, Assist, Human Only) with prescribed controls, KPI templates, and appeal paths. Fourth, OI/IHACC provides the orchestration layer for knowledge work by designing end-to-end workflows across the data–information–knowledge–wisdom continuum while preserving human stewardship where stakes, ambiguity, or irreversibility are high. A task-first operating method links a live task register, residual human-effort estimation, role rebundling, and telemetry-based mode transitions. The paper advances testable propositions, specifies documentation and oversight practices that reduce opacity and automation drift, and outlines a research agenda on measurement validity, calibration, and field experiments. The contribution is a coherent system that improves reliability and role quality while keeping accountability with humans.
