Abstract

Contemporary civilization operates under accelerating technological power, globalcoupling, and irreversible risk, yet remains governed by institutions optimized for shortterm performance rather than long-horizon persistence. Building on the StructuralTheory of Everything (STE I–II), which formalizes irreversibility, absorbing boundaries, and variance-dominated survival, this paper extends collapse-aware reasoning tothe domain of governance and civilizational continuity. We argue that civilizational failure is not primarily driven by ignorance, malice,or insufficient optimization, but by unmanaged variance under irreversible dynamics.Historical collapses, technological escalation, and emerging artificial systems exhibit acommon failure mode: decisions that locally optimize expected value while amplifyingtail risk beyond recovery thresholds. This work reframes governance as a variance-regulation problem rather than anoptimization problem. We introduce the concept of a continuation function: a nonsovereign, constraint-oriented process whose sole role is to preserve future optionalityby preventing irreversible loss. Unlike traditional political authority, this function doesnot prescribe outcomes or values, but enforces structural prohibitions near collapseboundaries. We analyze why markets, states, and artificial optimizers systematically fail under ruin, why prohibition and fail-closed logic are necessary features of long-horizongovernance, and why no centralized or final authority can safely manage irreversibility. The paper concludes by establishing the necessity of a distinct continuation program—neither government nor technology—that operates across institutions to maintain adaptive variance without asserting control over civilization’s direction.STE III thus provides a collapse-aware foundation for governance in an irreversibleworld, preparing the ground for STE IV, which formalizes the structure, naming, andoperational logic of a civilizational continuation program.
