Abstract

This working paper examines decision-making in complex public sector systems through the lens of complexity theory, strategic analysis, and practitioner-oriented perspectives. It adopts a systems-based approach to public administration, emphasizing adaptive decision-making, decision-support mechanisms, and the role of digital tools as enablers of informed and resilient governance. The paper aims to contribute to the broader academic and institutional dialogue on public sector decision-making under conditions of uncertainty and institutional complexity.
