Operational Risk Assessment in Infrastructure Projects: An Approach Based on OSHA, ACI, and ASCE Procedures for Systematic Literature Review
Abstract
Operational risk management in infrastructure projects is crucial for the safety, durability, and resilience of built assets. This article presents a systematic literature review with theobjective of analyzing and synthesizing operational risk assessment approachesproposed by three of the most influential normative and technical organizations in thesector: the Occupational Safety and Health Administration (OSHA), the AmericanConcrete Institute (ACI), and the American Society of Civil Engineers (ASCE). Thecomparative analysis reveals that, while OSHA focuses primarily on occupational safetyand hazard identification during the construction phase, ACI concentrates on thecondition assessment and durability of concrete structures, a long-term operational risk.In turn, ASCE adopts a broader perspective of systemic risk management andinfrastructure resilience. The integration of these procedures offers a holistic frameworkfor operational risk assessment, ranging from construction site safety to longevity andthe ability to respond to extreme events.
