Abstract

This work presents the Multi-Factor Civilizational Perception (MFCP) framework, a mathematically bounded and epistemologically conservative model that re-examines the Fermi Paradox as a problem of perception rather than existence.By integrating cultural openness, technological sensitivity, interpretive scientific frameworks, relative evidence normalized by historical capability, and long-term temporal pattern consistency, the model quantifies how a civilization’s capacity to recognize anomalous phenomena evolves over time.MFCP does not attempt to determine the physical reality, origin, or nature of any phenomenon. Instead, it provides a formal structure for analyzing why persistent anomalous patterns may remain unrecognized across civilizations, offering a rigorous epistemic tool applicable to SETI, anomaly studies, and the philosophy of science.
