Culturally Embedded E-Learning (CEEL): A Cultural Governance Framework for Global Digital Learning
Abstract
This record presents the Culturally Embedded E-Learning (CEEL) framework, a conceptual model that positions cultural heritage as a strategic resource within the governance of global digital learning environments. Developed in response to the increasing standardization and cultural homogenization of transnational e-learning systems, CEEL addresses the policy gap between internationalization agendas, digital education practices, and cultural sustainability.Rather than treating culture as supplementary content, the CEEL framework conceptualizes heritage-based digital narratives as soft cultural infrastructure that mediates values, identity, and intercultural engagement across borders. The framework integrates perspectives from cultural governance, intercultural competence theory, culturally responsive pedagogy, and digital storytelling to explain how local cultural narratives can function as governance mechanisms in global learning ecosystems.Using Wayang Arjuna digital animation as a conceptual illustration, CEEL identifies three core layers:(1) Cultural Narrative Inputs, encompassing symbolic visuals, moral–philosophical narratives, and historical–cultural context;(2) Mediating Governance Mechanisms, including cognitive mediation, affective engagement, and reflective intercultural dialogue; and(3) Societal and Policy Outcomes, such as cultural awareness, empathic cross-cultural understanding, global citizenship orientation, and cultural equity. The framework is intended to support policy-oriented analysis and institutional strategy, offering relevance for higher education institutions, educational technology platforms, and cultural policymakers seeking to design inclusive, culturally responsive, and sustainable digital learning systems. CEEL contributes to broader discussions on cultural diplomacy, soft power, and global governance by demonstrating how local cultural heritage can actively shape meaning-making processes within global education infrastructures. This conceptual framework is suitable for adaptation across diverse cultural contexts and may serve as a foundation for future empirical research, policy development, and cross-cultural collaboration in digital education and cultural governance.
