Abstract

This whitepaper introduces Cryptographic Economic Eligibility Infrastructure (CEI), a new macro-class of cryptographic governance architecture that determines, enforces, propagates, audits, and life-cycles the eligibility of digital identities, assets, devices, and cryptographic states to exist and participate economically under evolving cryptographic threat conditions. CEI establishes survivability-based economic legitimacy as a mandatory governance substrate for post-quantum digital economies, defining how cryptographic migration, revocation, and continuity of trust are enforced at an infrastructure level.
