Abstract

We introduce CSADI (Civilizational Stability–Advancement Determination Interface) as a pre-analytic decision interface for civilizational-scale systems under fast-cycle conditions where prediction becomes structurally under-defined. CSADI does not rely on long-horizon forecasting or a single objective; it evaluates structural viability and outputs: system state (stable/pseudo-stable/unstable), operating mode (advanceable/stability-only/reset-required), four gate criteria (G1 rights–responsibility–benefit closure; G2 cost attribution & settleability; G3 endogenous consensus; G4 constructibility), and transition-channel status (Channel). The interface “closes” real-world unsolved governance problems into a decidable frame, shifting discourse from narrative disputes to structural conditions, channel construction, and settlement mechanisms.
