Abstract

This paper presents a conceptual framework addressing the conditions that must exist before individuals can be evaluated, healed, or optimized within socio-economic systems. Rather than proposing solutions or interventions, it examines the structural consequences of misordered evaluative sequences and introduces the notion of pre-evaluative conditions. The framework is intended as a reference point for policymakers, researchers, and system designers concerned with evaluation-driven governance. This work is presented as a conceptual reference framework and does not propose policy interventions or implementations.
