Non-Goals RET-anchor does not include: operational specifications behavioral or interaction guidance implementation instructions governance, compliance, or enforcement mechanisms citation or attribution scaffolding Any attempt to derive actionability, obligation, or authorityfrom this repository constitutes misuse.
