Abstract

This document identifies a structural gap in classical cybernetics concerning the cumulative cost of regulation under embodied and continuous-load conditions. By describing regulatory load, saturation without breakdown, and interpretive limits, the work clarifies which downstream questions cease to require explanation once cost is acknowledged. The document is explicitly descriptive, non-causal, non-predictive, and non-interventional.
