Abstract

The subject of the research is distributed management, that is, decision-making at the level of state economic policy, which involves taking into account the unequal influence of various instruments on goals and economic structure. Different agents, including government agencies, have different knowledge of the economic situation, and therefore adopt or propose different ways of influencing to achieve the same goal. The research purpose is to demonstrate the influence of knowledge asymmetry on government decision-making and describe the principle of “distributed management”, which ensures the differentiation of impact measures, including due to knowledge asymmetry at the level of economic agents and in government decision-making. The research methodological basis is represented by the theory of the “knowledge economy” development, the author's principle of “distributed management”, and the asymmetry effect describing knowledge exchange. The result of the research is that a decision-making model with information (knowledge) asymmetry is presented and the need for the development and application of the “distributed management” principle at the level of preparation and implementation of public administration of the economy is shown. In the future, it is important to assess knowledge about the state of the economy and its facilities for making government decisions based on the principle of “distributed management”.
