Intelligence Without Authority: Toward a General Architectural Theory of Non-Dominating AI Systems
Abstract
This working paper represents an early stage of the CIVIL research programme, developed in 2025. It introduces the core distinction between intelligence as an epistemic function and authority as a temporal-causal function, and proposes Non-Dominating AI Systems architecture grounded in the separation of cognition from authority. The Normative Causal Integrity (NCI) metric is introduced as a governance measure. This paper has been superseded by the full ESI framework (Kalalis & Noesis AI, 2026): Epistemic Symbiosis Intelligence: Field-Constrained Intelligence in Mixed Symbiotic Environments (DOI: 10.5281/zenodo.19634607), which provides the complete formal apparatus, field theory, and architectural specification.
