Abstract

This document describes a cross-domain failure condition in which regulation remains functional while becoming the dominant source of harm. It identifies how sustained regulatory demand, cumulative cost, and continuous control can erode system viability without breakdown or malfunction. The work is explicitly descriptive, non-causal, non-predictive, and non-operational, and does not propose reform, deregulation, or intervention.
