Abstract

This preprint introduces MF, a veto based ethical and design overlay that sits above Fractal Theory (FT) and its deterministic substrate, the Three Force Fractal Model (3FFM). MF formalizes the human capacity to refuse as a first class structural element in recursive systems, without modifying the underlying physics or computational dynamics. MF distinguishes between a behavioral channel (B), where machine proposals operate through repetition and optimization, and an ethical channel (F), where humans exercise moral sovereignty through refusal and testimony. The work presents MF as a conceptual charter and toy model intended for avatars, AI mediated systems, and healthcare contexts, emphasizing clarity, restraint, and accountability rather than claims of technical completeness.
