A Typed Meaning Layer for Auditable and Phase-Governed Systems
Abstract
Modern interactive systems generate meaning without explicitly declaring the semantic context in which that meaning is produced. This ambiguity complicates governance, auditing, and coherence assessment. We introduce a typed meaning framework in which system outputs are accompanied by declarative semantic annotations describing both the structural nature of an operation and the interpretive frame applied to it.These annotations are validated through phase-based governance rather than content evaluation, enabling transparency and self-correction without constraining expression. We present a reference architecture, outline validation rules and recovery behaviors, and discuss limitations and anti-abuse considerations relevant to responsible deployment.
