Abstract

This document examines structural challenges related to reasonable accommodation in private-sector educational support services in Japan. While public educational institutions typically have access to formal consultation frameworks—such as school counselors or internal psychological support systems—private education providers often lack equivalent institutional mechanisms. As a result, educational support practitioners in the private sector may face structural difficulties when addressing complex student needs that intersect with health, psychological, or developmental considerations. Based on sustained observational and practical records, this work discusses the necessity of external consultation frameworks analogous to psychological consultation rooms, and clarifies the boundary between educational support and medical decision-making. The discussion is intentionally anonymized and abstracted to focus on systemic issues rather than individual cases. The aim of this document is to contribute to policy-oriented and academic discussions on reasonable accommodation, educational ethics, and structural support gaps in private education.
