Abstract

LCCL v1.0 introduces a minimal, implementation-oriented framework for modeling “leak” as a conserved field with controllable sources and sinks. It provides a local continuity law and a global budget identity that make “leak-first” governance auditable: exports are treated as boundary flux, veil acts as an absorptive control surface, and adversarial activity appears as volumetric production. The package specifies stable constitutive choices for diffusion-transport flux and veil absorption, plus two safety lemmas that (1) forbid exports while the budget is negative and (2) guarantee first-order budget improvement when veil strength is raised. For practice, LCCL includes a telemetry-ready discrete estimator that exposes production, absorption, and boundary flux, along with drop-in pseudocode for Alpha v5.0 and coupling hooks for GRG-11. A minimal experiment demonstrates recovery from an adversarial spike with veil coupling enabled, restoring a nonnegative budget while preventing deficit exports. This upload is a toy model intended for reference, education, and rapid prototyping with conservative numerics.
