Abstract

The rapid and often uncoordinated adoption of generative artificial intelligence has led to the emergence of Shadow AI: the use of AI tools outside formal organizational governance, security, and compliance frameworks. This document introduces the SHADE Framework, an operational and governance-oriented methodology designed to help organizations of all sizes identify, structure, and manage Shadow AI practices. Built around five strategic pillars (Surveyor, Harmonize, Anticipate, Define, and Educate) SHADE provides a pragmatic approach to mapping real-world AI usage, reducing unmanaged risks, and establishing clear governance without hindering innovation. Rather than acting as a technical control or a legal compliance checklist, the framework supports informed decision-making and organizational alignment, while remaining compatible with emerging European regulatory requirements, including the EU AI Act.
