Governance and Institutional Mechanisms as Determinants of Market Participation and Coordination in the Palm Oil Sector in Akwa Ibom State
Abstract
Weak governance and poor institutional arrangements hinder smallholders' market participation, limiting their bargaining power and constraining the growth potential of the palm oil sector. This study assessed the effects of government roles and institutional mechanisms on market participation and coordination within the palm oil sector in Akwa Ibom State, Nigeria. The study was conducted across six LGAs (Ikono, Nsit Ibom, Ibiono Ibom, Onna, Okobo, and Essien Udim) where one market was purposively selected from each. The population comprised 739 value chain actors, including 96 farmers (4%), 359 processors (10.3%), 130 wholesalers (23.2%), and 154 retailers. Primary data were collected using four structured questionnaires capturing both qualitative and quantitative information on governance roles within the value chain, and analyzed using tables, frequencies, and percentages. The findings revealed that the strongest governance roles for farmers, processors, wholesalers, and retailers were institutional arrangements and support (83.3%, 72.4%, 77.7%, and 100%, respectively), quality regulation (76%, 80.1%, 88.5%, and 78%, respectively), and policy implementation (70.8%, 71.6%, 73.1%, and 70.8%, respectively). Weaker roles were observed in the equal distribution of benefits (20.8%, 25.6%, 23.1%, and 22.7%, respectively) and voice/accountability (26%, 27.3%, 29.2%, and 32.5%, respectively). Overall, governance was strongest in maintaining standards, compliance, and coordination but weak in promoting equity and accountability across actors. The study concludes that governance significantly influences efficiency and equity in Akwa Ibom's palm oil markets; however, weak enforcement, poor information flow, and inequitable benefit-sharing disadvantage farmers. Strengthened policies, improved coordination, and fairer benefit-distribution mechanisms are urgently needed to enhance sector performance.
