RESEARCH AND POLICY INTEGRATION: SUSTAINING THE DAVAO AGRICULTURAL SECTOR THROUGH REFORM AND COOPERATIVISM
Abstract
This research presents a comprehensive analysis of the agricultural sector in Davao City, focusing on the socio-legal and economic frameworks that define farmer livelihoods as of 2026. The study investigates the profound impact of national policies, specifically the Rice Tariffication Law (R.A. 11203) and the Comprehensive Agrarian Reform Law, on local farmgate prices and tenurial security. By utilizing the Davao Free Farmers Cooperative (DFFC) as a primary case study, the paper explores the efficacy of the cooperative model in mitigating market volatility and facilitating access to the Rice Competitiveness Enhancement Fund (RCEF). The findings reveal a critical "Mechanization Paradox," where the benefits of technological advancement are frequently offset by the rising costs of fuel and maintenance. Furthermore, the research highlights a growing conflict between urban expansion and agricultural land preservation, necessitating a shift toward "Agri-Zonal Protection" and localized insurance subsidies. The paper concludes with a series of strategic policy recommendations directed at the Davao City Council, advocating for the digitalization of agricultural administration and the institutionalization of permanent agricultural zones to ensure the long term resilience of the region’s food producers.
