SOCIO-ECONOMIC DEVELOPMENT TRAJECTORIES IN AZERBAIJAN: CURRENT TRENDS AND KEY CHALLENGES
Abstract
In recent years, growing economic uncertainty, alongside the increasing visibility of environmental risks in global energy markets, has raised serious concerns about the long-term sustainability of growth models that rely heavily on natural resources. This situation has prompted countries whose revenues are largely dependent on energy to reconsider their economic structures and move toward more balanced and resilient development frameworks. Azerbaijan is among these countries, and recent developments suggest that it is approaching a significant transformation in its socio-economic development strategy. This study aims to provide a comprehensive and integrated analysis of Azerbaijan’s current socio-economic policies. The main areas of focus include efforts toward economic diversification, the digital transformation process, renewable energy strategies, and initiatives designed to enhance human capital. Within the scope of the research, reports published by national and international institutions, along with relevant academic studies, were systematically reviewed and comparatively analyzed. The findings indicate that while Azerbaijan has achieved notable success in the oil sector, it is increasingly prioritizing investments in non-oil industries. In anticipation of the potential depletion of oil resources over the next three decades, the country is channeling its energy revenues into long-term development initiatives, recognizing energy income as a key economic pillar rather than a permanent source of growth. The study concludes that addressing these challenges requires a strong emphasis on institutional reforms. In particular, strengthening education and employment policies, along with expanding and deepening public–private sector partnerships, is essential for ensuring sustainable and inclusive economic development.
