Abstract

This document establishes an Applicability Gate: a normative boundary defining when any referenced material may or may not be validly applied in a given context. It does not provide methods, decisions, recommendations, or guidance. Any use outside the conditions defined by this document is non-applicable and MUST be suspended, regardless of informational value. The Applicability Gate functions as an interpretive and operational precondition. Reliance on referenced materials without explicitly acknowledging this boundary constitutes interpretive risk and invalid application. This document is normative in nature and is intended to be cited as a prerequisite boundary in contexts involving decision-making, implementation, governance, or audit.
