Responsibility Allocation Matrix (RAM): Accountability and Role Partitioning for Application of Governed Materials

This document defines a Responsibility Allocation Matrix (RAM) that partitions accountability for the interpretation, authorization, implementation, operation, monitoring, suspension, and revalidation of materials applied in decision or operational contexts. This RAM is subject to the Applicability Gate (AG-1.0, DOI: 10.5281/zenodo.18236092) and is intended to be cited alongside it as a normative accountability precondition. Any application that lacks an explicit, documented responsibility mapping consistent with this matrix constitutes decision ambiguity and therefore triggers non-applicability and/or mandatory suspension under the Applicability Gate. This document is normative in nature and does not provide methods, recommendations, or procedural guidance.
