Abstract

This document defines the boundary of the human regulatory layer and records what may and may not be managed at this layer without escalation. The human layer is described as pre-interpretive regulatory activity occurring prior to meaning, identity, role, responsibility, or explanation. It governs pacing, attention, presence, proximity, and completion as physiological and relational processes rather than interpretive ones. This document is descriptive only. It does not recommend action, assign responsibility, propose improvement, or authorise intervention. Its sole function is to prevent interference with human-layer regulatory processes by clearly delimiting the limits of management at this layer.
