Abstract

This document defines Decision Thresholds and Mandatory Suspension Conditions (DTS) that establish when the application of materials may proceed and when it MUST be suspended. This DTS is subject to the Applicability Gate (AG-1.0, DOI: 10.5281/zenodo.18236092) and relies on the accountability structure defined in the Responsibility Allocation Matrix (RAM-1.0, DOI: 10.5281/zenodo.18236559). Any application that crosses defined thresholds without meeting required prerequisites is non-applicable, and any occurrence of a defined suspension trigger MUST result in immediate suspension, regardless of preference or perceived benefit. This document is normative in nature and defines stop rules and admissibility thresholds only; it does not provide methods, recommendations, or procedural guidance.
