Abstract

This document specifies an internal constraint layer designed to ensure that a conceptual framework can safely not operate. Rather than providing ethical claims, prescriptions, or outcomes, ORGANS defines non-applicability conditions, stop rules, and failure containment mechanisms that prevent coercion, centralization, and secondary harm. The layer operates independently of implementation context and does not require adoption, interpretation, or compliance. Its primary function is to determine when the framework must not be used and how it must safely stop without escalation or justification. ORGANS is intended as an internal safety specification that protects surrounding layers while remaining non-visible and non-authoritative. /06_ORGANS_INTERNAL_SYSTEM.pdf/06_ORGANS_INTERNAL_SYSTEM.txt /README.md metadata.yaml This repository contains ORGANS, an internal constraint layer. It defines non-use conditions, stop rules, and failure containment. No adoption, interpretation, or implementation is required. The system may safely not operate.
