Human-Layer Load Saturation Boundary (HLLSB)
Abstract
This document describes how regulatory load presents at the human layer once capacity is exceeded. Load saturation is defined as the condition in which regulatory demand exceeds available capacity prior to meaning, explanation, or attribution. Saturation is detected through observable changes in signal, pacing, attention, and presence rather than narrative content. This document does not identify causes, propose relief strategies, or assign responsibility. It does not interpret saturation as failure, pathology, threat, or lack of care. Its sole function is to prevent misinterpretation and escalation during periods of human-layer load saturation.
