Abstract

This appendix enumerates regulatory fields that may be safely observed and described at the human layer without escalation into interpretive, moral, identity-based, or structural domains. The fields described here are pre-interpretive and are observed to resolve without explanation, intervention, attribution, justification, or optimisation. They exist to prevent misclassification and misassigned load when ordinary regulatory variation is mistaken for meaning, intention, or responsibility. This appendix is descriptive only. It does not establish guidance, assessment criteria, or management strategies. Its sole function is boundary clarification.
