Abstract

This document defines a structural boundary on the misuse of linear civil time as a regulatory substitute. Linear civil time is described as an infrastructural coordination tool rather than a mechanism for resolving load, enforcing compliance, or compensating for exhausted capacity. Misuse occurs when time is treated as pressure, leverage, or moral demand rather than as sequencing and termination support. The document does not critique institutions, propose reform, or recommend alternative temporal systems. It is descriptive only and exists to prevent escalation, coercion, and harm arising from regulatory misassignment of time.
