Abstract

This document describes linear civil time as a form of infrastructure that enables coordination, sequencing, and interoperability across systems. Time is treated neither as neutral background nor as a behavioural lever, but as a finite structural substrate that carries load. Failures attributed to individuals, productivity, or motivation are often downstream effects of infrastructural time overload rather than personal deficiency. This work is descriptive only. It does not propose management strategies, productivity frameworks, or policy recommendations. Its sole function is to clarify infrastructural limits and prevent interpretive misuse.
