Abstract

We present a game-theoretic framework for the governance of geospace infrastructure, derived from the first principles of Axiomatic Physical Homeostasis (APH). We modelthe orbital environment not as a territory, but as a resource-constrained computational ta-ble. By imposing a Geometric Stiffness (βgeo ≈ 1.91) on the cost of orbital actions, wedemonstrate that the system possesses a unique Nash Equilibrium: strict cooperation. Wesimulate a “Monopolist’s Gambit” scenario, proving that any agent attempting to monopo-lize the Low Earth Orbit (LEO) shell triggers a super-linear cost divergence (InfrastructureCollapse) that bankrupts the defector before they can consolidate control. This systemrelies on three pillars: the Interaction Stack (anti-censorship), the Resource Throttle(anti-growth), and the Transparency Oracle (observability).
