Abstract

This paper introduces the Synthetic Synoptics Model (SSM), a human-centric severe weather warning architecture designed to reduce verification delays and improve equity in life-safety decision-making. The model integrates multimodal environmental signals with socio-economic and infrastructural vulnerability to support analyst judgment, rather than replace it. Emphasis is placed on explainable decision support, preservation of human authority, and ethical safeguards within high-impact warning operations. Implementation details are intentionally high-level in this version to establish conceptual provenance and invite interdisciplinary review.
