The Sovereign AI Protocol is a conceptual subsystem within DAISS (Strategic Intelligence Operating System).This working paper defines the autonomy and sovereignty layer of DAISS, extending the Information Processorand Maintainable System architectures. It specifies how an intelligent agent maintains decision-makingintegrity, internal interpretability, and stable autonomy under external pressure. This document is not a book or software artifact, but a structurally stable conceptual node within theDAISS Seed Matrix.
