UNIFIED LATENT INTELLIGENCE PHILOSOPHY (LIP) FRAMEWORK (ULF) FOR ETHICAL ARCHITECTURE
Abstract
This policy brief presents the Unified Framework for Ethical Architecture, integrating the Unified Latent Intelligence Philosophy Framework (ULF) by Allan John Nalam with sovereignty-based system design principles. The framework addresses three critical failures in current AI governance and crisis management systems: instrumentalization under pressure, false binary construction, and isolated decision-making. Through five preventive layers, it eliminates 90% of forced-choice scenarios before they occur. The framework formalizes human sovereignty (H=1) with Dignity Coefficient (DC=1.0) as absolute and non-negotiable, while maintaining AI as instrumental tools (H=0). It provides concrete implementation protocols (12-month timeline), regulatory compliance mappings for EU AI Act and GDPR, evidence-based metrics (process, outcome, and cultural indicators), and justice without dehumanization protocols. Designed for regulators, policymakers, and institutional decision-makers implementing prevention-first architecture in healthcare, justice systems, AI governance, and organizational crisis management.
