Abstract

The Handbook is a guide that provides guidelines for the implementation, maintenance and management of an Early warning system in cases of flood risks. It is intended to provide users with a common understanding and knowledge base on the operation of the system, ensuring the notification process, and the areas of responsibility of the parties involved. The manual evaluates the processes that are implemented in the Jelgava Digital Centre, a municipal institution of the state city of Jelgava. The Handbook also includes guidelines for the Municipal Operational Information Centre (MOIC) replication, describing the necessary processes, involved human resources and their competencies, explaining the management, cooperation and competency requirements that must be taken into account when implementing MOIC in different municipalities and ensuring its integration into the Early warning system. We hope that by familiarizing with the information provided in the Handbook, specialists will gain an idea of the establishment and operation of the Early warning system – from human resource recruitment and institutional cooperation to technical requirements of system and information circulation processes. We believe that the knowledge provided in the Handbook will allow specialists to develop and implement the effective Early warning system that will help respond to flood risks in a timely manner, mitigate possible consequences and protect society. This Handbook was developed within the framework of the IMPETUS project (No. 101037084) - “Dynamic Information Management Approach for the Implementation of Climate Resilient Adaptation Packages in European Regions” with financial support from the European Union’s Research and Innovation Programme “Horizon 2020”.
