Abstract

This work introduces Cloud Nine Configuration, a configuration-based theoretical framework that reformulates physical behavior in terms of degrees of freedom separation rather than fixed physical laws. The framework distinguishes three layers of degrees of freedom: Latent Degrees of Freedom (D_lat) The total conserved possibility space of the universe, invariant under time evolution. Effective Degrees of Freedom (D_eff) A time-dependent subset of latent degrees of freedom that actively participate in observable interactions, dynamically modulated by a time-dependent interference field. Structural Degrees of Freedom (L_obs) Configuration-based filters that stabilize effective degrees of freedom into persistent observable structures, giving rise to what are conventionally interpreted as physical laws. A central concept introduced here is Cloud Nine (Level 9 Collapse), defined as the operational zero-interference limit (ICI → 0), in which effective degrees of freedom are fully deconflicted by structure rather than by energetic suppression. In this regime, structural stability is maintained without continuous energetic correction, external control, or force-based confinement. This work does not claim experimental validation. Its purpose is to establish priority, provide a minimal and falsifiable formal framework, and enable future verification across multiple domains, including cosmology, plasma confinement, electrochemical systems, and quantum-scale configurations. Physical laws are interpreted not as immutable axioms, but as emergent outcomes of structural filtering acting on dynamically accessible degrees of freedom.
