Manual de Intervención Aplicada (III). Líneas de actuación frente al discurso de odio religioso para instituciones públicas
Abstract
Hate speech in digital environments is neither an isolated nor a spontaneous phenomenon. It is activated at specific times, focuses on particular topics, and takes various forms, from everyday incivility to threats and coordinated campaigns. In this context, public institutions have the responsibility to develop a stable, coherent, and sustained response capable of protecting rights, mobilizing stakeholders, and avoiding fragmented responses. This manual translates the main findings of the HatemediaReligion study (PC-24-0050), funded by the Fundación Pluralismo y Convivencia and carried out by the Universidad Internacional de La Rioja through Hatemedia, into clear and applicable lines of action for public institutions, in order to strengthen prevention, early detection, and response to hate speech, from a rights-based and evidence-based perspective. The objective is to organize and bring coherence to existing actions, offering common references that prevent fragmentation, reduce improvisation, and facilitate clearer, more consistent intervention in hostile situations.
