Abstract

MEBSConstruction.html — Executive Summary (for Zenodo) MEBSConstruction.html describes the formal construction of a Model Executable Business System (MEBS) as a deterministic, fail-closed semantic execution substrate designed to eliminate ambiguity at the point of authorization and action. The document argues that modern enterprise and mission-critical systems fail not due to insufficient data, models, or logic, but because they are built on the wrong primitives (state, activity, identity, logs) rather than decision closure. MEBS replaces interpretation-driven execution with explicit, replayable utterance chains whose validity can be proven prior to execution. Key elements include: H=0 Semantic Substrate All executable steps require zero ambiguity in identity, authority, intent, and scope. Any under-determination prevents the step from existing or executing. Utterance Chains Actions are authorised only through closed chains of typed utterances (e.g. Acquire, Propose, Decide, Execute), each bound to exact-cover universals. Chains are provable, auditable, and destruction-tested. Exact Cover & Universals Meaning is established via disjoint, complete universals rather than probabilistic or interpretive models, preventing drift, path multiplicity, and silent reinterpretation. Fail-Closed Execution MEBS does not “handle” ambiguity — it refuses it. Where closure cannot be achieved, execution halts and variance is surfaced explicitly. Separation of Semantics and Physics Physical uncertainty is treated as input acquisition, not semantic indeterminacy. MEBS guarantees intent and authority determinism while remaining compatible with stochastic physical systems. Governance, Social, and AI Control The substrate supports social processes (e.g. consultation, voting, petitions), quorum enforcement, and clustered AI/robotic actors, ensuring human survivability and authority always dominate execution. MEBSConstruction.html positions MEBS as a survivability-grade semantic substrate suitable for long-horizon, high-risk environments (e.g. planetary colonisation), where ambiguity at execution time is existentially unsafe.
