The Index of Systemic Cost (ICS): A Practical Cost-Based Complement to Enterprise Valuation
Abstract
This work introduces the Index of Systemic Cost (ICS), a pointwise, cost-based metric designed to complement traditional enterprise valuation models. Rather than estimating future value, the ICS quantifies the present operational cost intensity required to sustain an organization’s current level of activity, using only observable financial and operational data. The index operates as a pre-valuation and interpretive filter, helping analysts, investors, and decision-makers identify situations in which valuation outcomes may be fragile due to rising systemic cost. By remaining structure-blind and non-diagnostic, the ICS integrates seamlessly with established valuation frameworks while improving valuation discipline in complex and adaptive organizational environments.
