Abstract

The Macro–Micro PM Systems Model introduces a new systems-based framework for understanding construction project performance. It explains how external legitimacy forces (statutory, financial, commercial) interact with internal delivery systems (scope, schedule, cost) through a shared boundary layer. The model defines the mechanisms of deformation and systemic failure, and integrates these dynamics with the Decision Gate architecture to offer a predictive and governance-ready view of project success.
