VCore — Temporal Governance Framework: White Paper
Abstract
This White Paper formalizes the VCore — Temporal Governance Framework, expanding on its foundational concepts and architectural structure. The document introduces a universal metric for the temporal cost of decisions, formalizing time as an economic and operational asset. It addresses a structural gap in modern systems, where cost, efficiency, and performance are optimized without measuring how decisions consume future capacity. The White Paper details the concepts of Temporal Cost, Future Burn, Coherence, Continuity, and the Campo Voigtiano, presenting a governance model that operates prior to decision execution to prevent irreversible temporal degradation. This document complements the foundational registration of the VCore framework and serves as its primary technical and conceptual reference.
