Abstract
This paper introduces Pre-Inference Governance for critical infrastructure AI systems, extending A7SEM and ASiSO to energy, mobility, finance, and security domains. It demonstrates how epistemic gating, action-specific authorization, and veto architectures prevent cascading failures, enable insurability, and preserve human authority in high-risk autonomous systems.
