Staatliches System zur Adresssynchronisation (SSAS): Technologisches Konzept zur bundesweiten digitalen Synchronisation von Meldedaten

This publication presents a technological and architectural concept of a Staatliches System zur Adresssynchronisation (SSAS) The document is legally neutral and does not constitute a legislative proposal or political decision. It describes a possible digital infrastructure for the controlled, transparent and auditable synchronization of address data between public authorities, fully respecting federal structures and data protection principles. The concept introduces two scenarios: a mandatory public-sector synchronization based on legal grounds, and an optional opt-in mechanism for additional recipients, fully controlled by the individual.
