Abstract

This archive contains 28 Technical Reports proposing a comprehensive overhaul of the UK Justice System and HMPPS (His Majesty's Prison and Probation Service) through the application of Ethical Artificial Intelligence (EAI) and Data-Driven Governance. The Problem: The current "Analog Justice" model is facing systemic collapse. Courts face record backlogs, the prison estate is operating above safe capacity, and recidivism rates remain stubbornly high due to a lack of effective rehabilitation data. The Solution: This compendium provides the architectural blueprints for a "Digital Justice" framework. It moves beyond punitive containment to precision rehabilitation. Core Pillars Covered in this Volume: Algorithmic Justice: Reducing court backlogs via Automated Case Review (ACR). Estate Reform: "The Launchpad Protocol" and "Ship of Theseus" models for modernizing crumbling infrastructure. Clinical Models: Shifting from a security-first to an NHS-led clinical model for addiction and mental health within the estate. Financial Audit: Analysis of the £48k/year cost per prisoner vs. the £34k national median wage. Specialized Reform: Detailed protocols for Women's Estates, Youth Offender Institutions (YOI), and High-Security (Category A) containment. Contents: EAI Law & Algorithmic Justice UK Probation Service AI Reform Neuro-Culpability & Trauma Frameworks The "Launchpad" & "Ship of Theseus" Protocols Suicide Prevention AI & Officer Wellbeing Supply Chain & Procurement Reform This volume serves as the practical application of the EAI principles established in Volume 1.
